    2. Changed oicpData.operatorId on CDR responses from GET /public-api/resources/cdrs/v2.0 and GET /public-api/resources/cdrs/v2.0/{cdr} to use the associated CPO identifier when the original OICP operator ID is unavailable, before falling back to the EVSE identifier.
