Replace the full list of partners the tariff is restricted to.

Pass { "partnerIds": [...] } with the complete desired list. Sending [] removes all partners. The response returns the list after the operation.

Every ID must belong to an existing partner of the tariff's operator, otherwise 422 is returned and nothing changes. A base tariff cannot have restrictions, so a non-empty list for a base tariff returns 422.
