Replace the full list of user groups the tariff is restricted to.

Pass { "userGroupIds": [...] } with the complete desired list. Sending [] removes all user groups. The response returns the list after the operation.

Every ID must belong to an existing user group of the tariff's operator, otherwise 422 is returned and nothing changes. A base tariff cannot have restrictions, so a non-empty list for a base tariff returns 422.
