Add one or more user groups to the list the tariff is restricted to.

Already assigned entries are ignored and the other assignments stay unchanged. At least one ID is required. The response returns the list after the operation.

Every ID must belong to an existing user group of the tariff's operator, otherwise 422 is returned and nothing changes. A base tariff cannot have restrictions, so adding to a base tariff returns 422.
